    Integrated coastal management and town planning in Malaysia: concept and practice

    In Malaysia, research on coastal and estuarine areas is still new and fragmented between various disciplines, like coastal geomorphology, coastal engineering and marine biology, which tend to be institutionally or individually oriented. A systematic study of coastal and marine natural resources in the context of town planning (TP) is very limited. So, the literature study did not explore the relationship between integrated coastal management (ICM) and TP in Malaysia, though general elements of TP were mentioned. There is inadequate literature involving the scope of local ICM by Basiron (1998, 2000), Mokhtar and Aziz (2003) and Pedersen, Beck, Johansen and Jensen (2005)

    Environment forms the basis upon which all human activities such as physical, social and economy take place. Malaysia is a nation that is blessed with the beauty of nature and at the same time advanced in terms of infrastructural development. Environmental resources are vital components of the environment that include land, vegetal resource, water bodies, atmosphere, flora and fauna. Nowadays, due to high rate of urbanisation, rapid population growth, and rapid economic growth led to greater need of space for operation, which subsequently forced the construction industries to meet this demand. This gives rise to various forms of environmental degradations which lead to disruption of environmental equilibrium. The study assesses the effects of construction industries on the environment in the perspectives of town planning. Town planning is an approach used to identify the relationship between construction activities and environmental resources with the aid of some tools such as Development Proposal Report, development control and planning permission among others. The study finds out that construction industry has grown to 17.4% during the period of 1996-2000, which is the peak period and is due to mega projects that mostly took place in the Federal Capital and the central part of Peninsular Malaysia. The methodology employed in this study is based on the available data derived from the secondary sources of information. It also aims at suggesting ways of achieving sustainable construction activities, so that our natural earth will not be harmed, destroyed or degrade

    The future of coastal management programme in Malaysia: making the coast visible to planners

    The concept of coastal management which is regarded as an effective management tool has been widely used globally for more than 40 years. It works across sectoral, disciplinary and institutional boundaries to manage coastal resources. In many coastal nations, it is highly regarded as an essential approach in formulating coastal strategies and objectives towards a sustainable coastal development. However, the coastal management strategies are currently not extensively incorporated in the institutional framework of Malaysian land use planning system. This situation leads to this study in which it looks into the scenario of the planning practice and coastal management from the perspective of public town planners. For data collection, questionnaire survey was conducted throughout coastal Local Planning Authorities in Peninsular Malaysia. The results revealed that relatively the acceptance of Malaysian planners was rather unsatisfactory. It is clearly evident that lacking of awareness led to disintegrated approach between town planning and coastal management

    Multicriteria analysis for flood mapping of Sungai Pahang

    The occurrence of floods is a natural disaster incidence that depends on the geographical, physical and rainfall. This study aims to investigate the geospatial analysis of flood in Sungai Pahang, Pahang. The objectives of the study are i) to analyse the use of factors for multi criteria analysis, and ii) to prepare a flood hazard mapping in Sungai Pahang, Pahang. Method used for this study is a multi-criteria analysis using Geographical Information System. Four important factors were used in this research; distance from the river, gradient, land cover and height of the land form. The finding show that the highly dense areas (such as Pekan and Kuantan) located close to the river are located inside the highest susceptible areas, which can give a high loss to the inhabitants in those particular areas. Thus, the recommendation suggests that determination of flood-prone areas of flood level 1 (protected area), level 2 (moderate sensitive rank), level 3 (controlled development area) and level 4 (development area) can be implement by the local authority in practice of development planning work
